Ethical Management
The Cheongju Welfare Foundation is committed to transparent, fair, and accountable operations. Our ethical management framework guides every decision and action, ensuring public trust and integrity in all foundation activities.
Our Ethical Framework
The foundation maintains a comprehensive ethical management system built on three core pillars: a foundational ethical charter, a detailed employee code of conduct, and practical implementation rules. Together, these documents establish clear standards for integrity, fairness, and accountability across the organization.
Ethical Charter
The ethical charter sets out the foundation's fundamental values and principles, serving as the moral compass that guides all organizational activities and stakeholder relationships.
Employee Code of Conduct
First enacted on November 19, 2013 and revised through September 3, 2020, the code of conduct defines specific behavioral standards for all foundation employees in the performance of their duties.
Ethical Practice Rules
Practical implementation rules translate the code of conduct into concrete, day-to-day guidance, helping employees apply ethical principles in real workplace situations.
Employee Code of Conduct
The employee code of conduct is structured across six chapters, covering every aspect of ethical workplace behavior:
Chapter 1 — General Provisions
Establishes the purpose, scope, and foundational definitions that underpin the entire code of conduct.
Chapter 2 — Fair Performance of Duties
Sets standards for impartiality, objectivity, and fairness in all official responsibilities and decision-making processes.
Chapter 3 — Prohibition of Unjust Gains
Prohibits the acceptance of improper benefits, gifts, favors, or any form of undue advantage in connection with official duties.
Chapter 4 — Fostering a Healthy Public Service Culture
Promotes a workplace environment built on respect, dignity, and ethical awareness among all employees.
Chapter 5 — Measures for Violations
Outlines the procedures, consequences, and corrective actions that apply when the code of conduct is breached.
Chapter 6 — Supplementary Rules
Contains additional provisions, interpretations, and administrative details supporting the code's effective implementation.

The Cheongju Welfare Foundation's ethical management approach begins with a clear commitment to transparency in every facet of organizational life. From financial reporting to program delivery, staff members are guided by a shared code of conduct that emphasizes honesty, fairness, and accountability. This framework is not merely a set of written policies but a living practice, reinforced through regular training sessions and open communication channels. By embedding ethical principles into daily operations, the foundation ensures that every decision serves the public interest first and foremost, building a culture where integrity is both expected and celebrated at every level of the organization.
Public trust is the foundation upon which all welfare work is built, and the Cheongju Welfare Foundation treats that trust as a sacred responsibility. The organization actively fosters an environment where stakeholders—including beneficiaries, donors, partners, and community members—can raise concerns without fear of reprisal. A structured internal reporting system allows potential issues to be identified and addressed promptly and fairly. Through consistent and impartial handling of every inquiry, the foundation demonstrates that it values ethical conduct over expediency. This proactive approach to governance reassures the community that the foundation's welfare programs operate with the highest standards of professional and moral integrity.
Beyond compliance with legal requirements, the Cheongju Welfare Foundation embraces ethical management as a continuous journey of improvement. Regular self-assessments and external reviews help identify areas where policies and practices can be strengthened, ensuring the organization evolves alongside changing societal expectations. The foundation also prioritizes the ethical treatment of its own workforce, recognizing that fair labor practices and respectful workplace culture are inseparable from its broader mission. By aligning internal operations with external commitments, the foundation models the values it seeks to promote in the wider community, demonstrating that genuine welfare leadership begins with principled, accountable, and compassionate governance.
